Top Cop Reveals India, US and Pakistan Policing Systems Served as Blueprint for Regional Law Enforcement Structure

The Inspector-General of Police, Olatunji Disu, revealed that the police committee responsible for developing the framework for the proposed state police system conducted an in-depth examination of policing models in India, the United States, and Pakistan prior to submitting its recommendations.

At a workshop on state police held in Abuja on Thursday, Disu explained that the committee's extensive comparative analysis of countries with state policing systems aimed to inform the development of a viable framework for Nigeria.

A video of the event posted on X captured the police chief's remarks, in which he stated that the workshop's purpose was to educate senior officers about the proposed state police structure and address concerns surrounding its implementation.

Disu emphasized the importance of the topic, saying, "We are going to deliberate on a very important topic of state police, a topic that is currently a major concern in the country and globally.

He noted that as leaders of hundreds of officers, it is their duty to educate and alleviate the fears of their colleagues, as there are fears and misconceptions surrounding state police.

The IG asserted that the Federal Government has made a commitment to establish state police, and it is the Nigeria Police Force's responsibility to support this process.

According to Disu, "The Federal Government of Nigeria has made up its mind to have state police, and it is our duty to assist them to achieve it, as this is a matter that concerns not just the police, but the Federal Government and the people of Nigeria."

He encouraged participants to critically examine the proposed framework and offer suggestions to strengthen it, in order to create a more effective state policing system.

Disu recalled that the committee's work was initially met with disagreements over whether the police should develop its own framework, given that some believed the decision on state police had already been made.

He stated that the Nigeria Governors' Forum had already established its own committee and completed its assignment before the police committee began its work, but the police committee was able to catch up and produce a framework that is now being considered.

The IG revealed that the police committee completed the initial framework in just 17 days, which has become the foundation for the current discussions on state police.

Disu also disclosed that former Inspectors-General of Police have reviewed the document and provided recommendations to improve it, demonstrating the collaborative effort to develop a effective state policing framework.

The police chief highlighted the research that informed the proposal, explaining that the committee examined state policing systems in countries such as India, America, and Pakistan before drafting Nigeria's framework.

He urged participants to approach the workshop with seriousness and make meaningful contributions to the ongoing efforts to develop a state policing framework for the country, as the push for state police has gained momentum due to rising insecurity and calls for decentralised policing.
