Petroleum workers union introduces fresh leadership transition plan

The Petroleum and Natural Gas Senior Staff Association of Nigeria has implemented a new succession model, as announced by its President, Festus Osifo, in a bid to prevent internal conflicts and disputes during leadership transitions. This development was disclosed on Saturday in Abuja at a tribute event organised by the association in honour of its late former president, Francis Johnson.

Francis Johnson, who served as PENGASSAN president from June 2014 to May 31, 2019, passed away on May 31, 2019, at the National Hospital, Abuja, after a brief illness, leaving a legacy that has influenced the union's approach to succession.

The memory of Johnson's sudden death and the subsequent leadership vacuum has prompted PENGASSAN to adopt a smoother transition process, aiming to minimise internal disputes that often accompany changes in leadership.

According to Osifo, the union has amended its constitution to adopt a succession arrangement similar to that of the Institute of Chartered Accountants of Nigeria, where the elected deputy president would automatically succeed the president.

This new arrangement is intended to remove intense competition for the office of president and ensure a smoother transfer of power, as stated by the PENGASSAN president.

The union's constitutional amendment, which was unanimously passed in August 2025, was inspired by a review of succession models used by other professional and membership organisations, including the Nigerian Bar Association and ICAN.

Osifo explained that the association examined the succession systems of various organisations before settling on a model it considered more suitable for PENGASSAN, ultimately adopting a model similar to ICAN's.

The PENGASSAN president noted that the new model was chosen because it eliminates contestation for the office of president, as the deputy president is already known to be the successor.

In PENGASSAN, the deputy president elected will automatically become the president, reducing tension and contestation, and ensuring a smoother transition process, according to Osifo.

The union's transition is scheduled to take place in August, with the delegates conference set for August 22, 2026, and Osifo expressed confidence in the stability of the transition process.

Osifo stated that the new system would enable the union to remain focused on its core responsibilities, rather than being consumed by internal battles over leadership, and this is one of the legacies that the institution, founded in 1978, aims to maintain.
