Oyo State justifies revamped pension plan, guarantees employees a stable post-work benefits structure

The Oyo State Government has justified its decision to launch the Contributory Pension Scheme for workers starting in 2025, citing the need for a stable and predictable retirement system for civil servants as the primary motivation.

This move, according to the state Commissioner for Information, Dotun Oyelade, is in response to concerns from workers regarding the implementation of the scheme, which was addressed in a statement released on Friday and made available to the press in Ibadan.

The decision to initiate the scheme with newly recruited workers was based on recommendations from the National Pension Commission, which suggested that new employees should be enrolled first to allow them to contribute over an extended period and accumulate substantial retirement savings before retiring, a process that can span approximately three decades.

Dotun Oyelade noted that the Contributory Pension Scheme was introduced as a more viable alternative to the outdated Defined Benefit Scheme, which many states have struggled to maintain, with Oyo State having settled pension obligations up to 2021, unlike some states that are still grappling with pension arrears dating back to 2011.

In response to concerns that the government is shifting the burden of pension payments to Pension Fund Administrators, the commissioner dismissed the claim, emphasizing that the state remains committed to the welfare of its workers and retirees, and that the government will continue to make its statutory contributions as required by law under the CPS.

Oyelade also alleviated fears that pension deductions may not be remitted into workers' Retirement Savings Accounts, stating that the law requires remittance of contributions within seven days of salary payment, and that the current administration has demonstrated its commitment to complying with the law and ensuring prompt remittance of both workers' and government's contributions.

Furthermore, the commissioner explained that each worker has ownership and access to their Retirement Savings Account, making the process transparent and allowing contributors to independently verify remittances, thereby ensuring accountability and transparency.

Addressing concerns about potential defaults by future administrations, Prince Oyelade stated that the scheme is backed by law and regulated by PenCom, which monitors compliance and provides oversight to ensure pension obligations are met, thereby promoting accountability and continuity beyond any particular administration.

Dotun Oyelade expressed confidence in the current administration's commitment to workers' welfare, describing Governor Seyi Makinde as a workers-friendly governor who prioritizes the welfare of civil servants, having consistently paid workers' salaries for over seven years, not due to any legal obligation, but out of a sense of public trust and responsibility.

The commissioner reassured workers that the CPS has not relieved the government of its responsibility for retirees after they leave service, as the scheme establishes a structured system in which pension contributions accumulated throughout an employee's years of service are professionally managed in a Retirement Savings Account, while the government continues to fulfill its statutory obligations.

According to Oyelade, the CPS remains one of the most reliable mechanisms for securing workers' financial future after retirement, providing a stable and predictable source of income for retirees.

The decision to implement the Contributory Pension Scheme was recently approved by Oyo State Governor Seyi Makinde, with the scheme set to apply to officers employed into the service of Oyo State starting from January 1, 2025, and officially commencing on July 1, 2026.
