New Zealand Plans to Roll Out Mandatory Nationality Exam for Foreign Residents Starting 2027

New Zealand is poised to unveil a revamped citizenship test for migrants in the latter half of 2027, ushering in a significant overhaul of the country's naturalisation process.

This new system, as outlined, will mandate applicants for citizenship by grant to sit for an in-person, 20-question multiple-choice exam, administered entirely in English, with a pass mark of at least 15 correct answers.

The test's scope will encompass a broad range of topics, including the Bill of Rights Act, human rights, voting rights, democratic principles, the structure of government, selected criminal offences, and rules governing entry and exit from the country, all aimed at assessing applicants' understanding of New Zealand's legal system, democratic structures, and civic responsibilities.

Currently, the process only requires applicants to sign a declaration affirming their understanding of the rights and responsibilities of citizenship, a requirement that the new test will formalise with quantifiable civic knowledge.

According to Brooke van Velden, the Minister of Internal Affairs of New Zealand, the reform is designed to ensure that new citizens grasp the country's fundamental democratic values.

Van Velden emphasized that individuals seeking citizenship should be well-versed in certain rights, such as freedom of speech, and the principle that no person or group is above the law.

She further explained that the test's primary objective is to verify that applicants possess a clear understanding of the responsibilities and privileges associated with citizenship, stating: “This test ensures people have sufficient knowledge of their responsibilities and privileges before receiving citizenship by grant.”

The New Zealand Department of Internal Affairs is presently putting the finishing touches on the exam's structure, including study guidance and administrative procedures, in preparation for its scheduled rollout in 2027.
