Lagos introduces written exams, CBT for senior officers’ promotion

The Lagos State Government has introduced a new formal assessment process for senior officers in parastatal organisations as part of its 2026 promotion exercise, marking a significant shift in how career advancement is determined in that segment of the public service.

The Structured Evaluation Assessment Programme, being implemented for the first time, requires officers on Grade Levels 12–16 in parastatal organisations to sit written examinations and computer-based tests before they can be considered for promotion.

“The Structured Evaluation Assessment Programme, which is being introduced, includes written examinations and computer-based tests and marks the first formal assessment for officers on Grade Levels 12–16 as part of promotion requirements,” the statement read.

The state government said the initiative was in line with its commitment to a merit-driven public service, where career progression is anchored on competence, capacity development and performance rather than years of service alone.

A total of 388 officers are currently undergoing the assessment at the Public Service Staff Development Centre, Magodo, and the Women Development Centre, Agege.

The Commissioner for Establishments and Training, Afolabi Ayantayo, who monitored the exercise, described SEAP as central to the government’s broader workforce agenda.

According to the statement, he urged participants to approach the process with dedication and a strong sense of responsibility.

The Permanent Secretary in the ministry, Olubusola Abidakun, also present during the monitoring, expressed satisfaction with the level of preparedness among participants and the organisation at the assessment centres.

“She reaffirmed the ministry’s commitment to sustaining reforms that enhance productivity in the public service,” the statement added.

The assessment, which began on Tuesday, will run through the week and into the following week.
