FIFA Chief Pledges $40 Million to Support Global Soccer Development Initiative

FIFA president Gianni Infantino has dispatched a letter to all 211 member associations, outlining a proposal that could garner up to $40 million (£30 million) for those who endorse his contentious plan to divest stakes in the organisation's premier competitions.

As detailed in the five-page letter, which was made available on Wednesday, Infantino stated that member associations who ratify the plan by September 19 would be entitled to receive an initial disbursement of $20 million (£15 million) from January 1, 2027, with a potential additional $20 million to follow.

The proposed initiative involves the establishment of a commercial subsidiary, known as FIFA Forward Enterprise, which would oversee the organisation's flagship events, including the men's and women's World Cups and the Club World Cup, with external investors permitted to acquire minority stakes in the new entity.

According to Infantino, this venture has the potential to generate up to $10 billion (£7.52 billion) to augment funding for football development globally.

Infantino asserted that it is his duty as FIFA president to present such transformative opportunities to the member associations, while also ensuring that proposals are comprehensive, feasible, and accompanied by substantiated figures and clear terms to facilitate informed decision-making.

The initial funding for the proposal is slated to come from the liquidation of a minority portion of FIFA's stake in FIFA Forward Enterprise, as stated by the organisation.

The proposal has, however, sparked intense opposition from several football governing bodies, with critics raising concerns regarding the governance process and the potential influence of private investors on the sport's most prominent competitions.

The Football Association expressed that it had not been consulted prior to the unveiling of the proposal and voiced concerns over the lack of transparency surrounding the initiative.

A spokesperson for the FA stated that they were completely unaware of the proposal and lacked substantive details, including the specifics of the proposition and the conditions attached, prompting concerns about the governance and process leading up to this point.

The FA spokesperson further stated that once the proposal is shared in a full and transparent manner, as promised by FIFA, they will articulate their views and provide additional commentary.

This development comes less than a day after FIFA's proposal drew widespread criticism from football authorities in Europe, Asia, and North America, with opponents warning that it could redefine the governance and commercial trajectory of the sport.

It has been reported that UEFA's 55 member associations will convene an emergency meeting later this week to discuss FIFA's contentious proposal to sell stakes in its major competitions to external investors.
