America's military pullout: Analysts call for more robust defense framework

Security experts and civil society stakeholders have expressed differing opinions on the withdrawal of United States troops from Nigeria's Lake Chad Basin, with many advocating for the Federal Government to bolster the country's security framework rather than rely on foreign military aid.

Numerous individuals have dismissed concerns that the troop withdrawal could undermine Nigeria's counter-terrorism efforts, while others have cautioned that the country's fragile security environment necessitates sustained intelligence cooperation and increased investment in defence institutions to prevent security gaps.

The debate was sparked by the Commander of the US Air Forces in Africa, Gen. Dagvin Anderson, who disclosed that the United States had withdrawn most of the additional troops deployed for a special operation against Islamic State-linked terrorists in the Lake Chad Basin after completing the mission.

Anderson stated that the operation had succeeded in disrupting terrorist networks operating across the region, and described Nigeria as one of Washington's most important security partners in Africa, praising the country's military capabilities and expanding intelligence collaboration.

The US military chief's announcement triggered speculation that the United States was scaling back its security commitment to Nigeria, but the Defence Headquarters dismissed these concerns, explaining that only personnel deployed specifically for the Lake Chad Basin operation had departed.

American military personnel engaged in intelligence sharing, training, and other bilateral security programmes remain in the country, and security analysts noted that such temporary deployments are common in military partnerships and do not necessarily signal a weakening of strategic relations.

According to security analysts, intelligence sharing, technical support, and capacity building now form the core of US security engagement with African partners, and such temporary deployments are a normal aspect of military cooperation.

Kabir Adamu, the Managing Director of Beacon Security and Intelligence Limited, stated that the development is consistent with the counter-terrorism strategy of the administration of US President Donald Trump, and should not be viewed as a weakening of security cooperation between both countries.

Adamu explained that Washington's evolving security strategy places greater responsibility on partner nations to address their own security challenges, while the United States continues to provide strategic support through intelligence sharing and operational collaboration.

He noted that the drawdown of US troops in Nigeria is consistent with the Trump administration's Counter Terrorism Strategy, which promises a departure from the 'nation building' and 'interventionist policies of the past,' to more strategic engagements that see partners taking more ownership of their counter-terrorism imperatives.

Adamu said he expects that Nigeria considered this when entering into the agreement that allowed the US to deploy troops in the country, and that with the drawdown, gaps will not be created because it was anticipated.

Auwal Musa, the Executive Director of the Civil Society Legislative Advocacy Centre, urged Nigerians not to panic, stressing that the responsibility for tackling insurgency and banditry ultimately rests with Nigeria.

Musa argued that no foreign military presence can substitute for effective governance, professional security agencies, and strong national institutions, and that the fight against insurgency and banditry has always remained primarily Nigeria's responsibility.

He acknowledged the value of international partnerships, but cautioned against underestimating their contribution to Nigeria's counter-terrorism efforts, noting that their technical assistance, intelligence support, and training have enhanced the operational capacity of Nigerian security agencies.

Musa warned that the troop withdrawal could create short-term operational challenges, particularly in areas where Nigerian security agencies depend on foreign intelligence, surveillance technology, and specialised training.

He called on the Federal Government to strengthen Nigeria's defence institutions and ensure greater accountability in security spending, noting that significant security budgets have not translated into commensurate improvements in security outcomes.

Musa also urged the government to confront the underlying drivers of insecurity, including poverty, unemployment, weak border management, the proliferation of small arms, corruption, poor intelligence coordination, and the lack of justice for affected communities.

Former Secretary-General of the Arewa Consultative Forum, Anthony Sani, said he had expected security cooperation between Nigeria and the United States to produce greater success against terrorist groups.

Sani stated that since insecurity is still prevalent and America is withdrawing its troops, he hopes that the US will still share intelligence with Nigeria and provide equipment needed for the fight against terrorism in the country.

The United States has supported Nigeria's counter-terrorism efforts for years through intelligence sharing, surveillance support, specialised training, and logistics, particularly in operations against Boko Haram and the Islamic State West Africa Province.

Although Washington maintains only a limited military presence in Nigeria, it has periodically deployed additional personnel for specific operations, including the recently concluded Lake Chad Basin mission.
