American lawmakers approve Clayton to lead nation's spy agencies under Trump administration

The US Senate has given its stamp of approval to Jay Clayton as the country's top intelligence official, with a 51-47 vote on Tuesday, as President Donald Trump continues to raise unsubstantiated claims of election fraud ahead of the midterms.

Every Democrat in the Senate voted against Clayton's appointment, which comes at a time when the intelligence community is grappling with leadership changes and staffing cuts, with an 18-agency network facing significant challenges.

Following the vote, Trump took to Truth Social to express his enthusiasm for Clayton, describing him as "outstanding in every way" and predicting he would do a "spectacular job" as Director.

Clayton, a former securities regulator and federal prosecutor, is set to succeed Tulsi Gabbard, who resigned last month, and will be tasked with leading the intelligence community through a period of turmoil and concern over Trump's efforts to draw national security agencies into his election disputes.

Trump recently used a televised White House address to release declassified intelligence, which he claimed showed Chinese interference in the 2020 election, while also falsely asserting that the election was stolen, a move that has raised concerns about the integrity of the upcoming vote.

Clayton will be taking over from acting director of national intelligence Bill Pulte, a Trump loyalist with no relevant experience, whose brief tenure has alarmed lawmakers from both parties due to his lack of qualifications and controversial actions.

Pulte, who also serves as federal housing regulator, has used his position to refer several of Trump's political opponents for possible prosecution and has overseen significant cuts at the Office of the Director of National Intelligence, with a fifth round of dismissals expected to bring staffing reductions to around 30 percent within weeks.

Just hours before Clayton's confirmation vote, Pulte announced that the latest round of cuts would further reduce the intelligence coordinating body's staff, exacerbating concerns about the agency's ability to function effectively.

Initially, Democrats had welcomed Clayton as a more conventional alternative to Pulte, but their support quickly turned to opposition during his confirmation hearing, where he failed to directly answer questions about the 2020 presidential election.

When repeatedly asked whether Joe Biden had won the 2020 election, Clayton would only say that Biden had been "certified" as the winner, prompting concerns about his willingness to stand up to political pressure and leading Senate Intelligence Committee vice chair Mark Warner to express "serious reservations" about his appointment.

Warner stated that he hoped Clayton would prove his concerns unfounded, as the Intelligence Community deserves more stable leadership than it has received in recent months, while Chuck Schumer, the party's leader in the Senate, described Clayton's hearing performance as "abysmal".

Republicans, on the other hand, have defended Clayton's record, citing his experience as chairman of the Securities and Exchange Commission during Trump's first term and his work as US attorney for the Southern District of New York, which they argue make him a proven leader in the face of heightened threats.

Senate Majority Leader John Thune, a Republican, praised Clayton's experience in fighting financial crime and handling national security cases, saying it makes him well-suited to lead the intelligence community at this time.

Clayton's confirmation may also help revive negotiations over Section 702 of the Foreign Intelligence Surveillance Act, which allows the US government to collect communications involving foreigners abroad without an individual warrant, although any extension is unlikely before September due to the House of Representatives' summer recess.
