Ukraine's President Volodymyr Zelensky dismissed speculation on Monday that the government might halt salary payments for soldiers and state employees due to a stalled European Union loan, emphasizing that essential expenditures are proceeding as planned.

Zelensky's reassurance comes amid a funding shortfall caused by Hungary's Prime Minister Viktor Orban, who has blocked an EU loan worth 90 billion euros ($115 billion), with the first 45 billion euros initially slated for disbursement this year.

Addressing a press conference in Kyiv, Zelensky stated, "Today, salaries are being paid, the army is funded, and pensions are being disbursed, indicating that his administration is managing its finances effectively.

Despite Zelensky's optimism, his government is facing significant financial pressure, with 60 billion euros earmarked for the military in 2026-27 as Ukraine continues to counter Russia's invasion.

The Bloomberg news agency reported on Friday that Ukraine lacks sufficient funds to cover government expenses until June, exacerbating the need for the blocked EU loan and other financial assistance.

Furthermore, Ukraine's parliament has yet to approve the necessary measures to secure an International Monetary Fund aid package, and a NATO appeal for arms has not garnered the expected response, adding to the country's financial challenges.

Zelensky warned that the blocked EU loan poses a "greater risk" for preparations for the upcoming winter, given Russia's history of launching massive attacks on Ukraine's energy infrastructure, which has left millions without power for extended periods.
