PRESS RELEASE! No Plans to Change the Current Leadership of PAP Third Phase – Stakeholders

The attention of the genuine leaders and stakeholders of the Presidential Amnesty Programme (PAP) Third Phase has been drawn to a misleading publication by Congress News dated Wednesday, 27th August 2025, purporting that a so-called five-man electoral committee has been constituted to remove the current leadership.

We wish to state categorically that this publication is false, baseless, and does not represent the position of the authentic stakeholders of the Third Phase. The National Chairman of the Third Phase remains General Elaye ThankGod Dollar Slaboh, and there are no plans whatsoever to change the current leadership.

For the avoidance of doubt, the Third Phase of the Presidential Amnesty Programme is not a cult organization where disgruntled individuals can wake up one morning and announce a change of leadership. We are a well-structured body, guided by principles of order and due process. It is also important to clarify that there is no constitutional provision for tenure in the Third Phase leadership structure. An attempt was once made to introduce rotational zoning, but this arrangement was derailed by some greedy, self-centered individuals who tried to impose a factional leadership under one Preye Ekpebide, thereby attempting to distract the administration of General Elaye Slaboh.

The names mentioned in the said publication – Amokachi Perete, Kpea Kenneth, Okoro Epiri, Akpos Jericho, Isere Sunday (a.k.a IJB), Royal Okolobawei, Awor Gogo, and Ofovwei Oloye – do not speak for the stakeholders of the Third Phase. We therefore call on the general public to disregard their misleading claims in its entirety.

We strongly advise Congress News and any other media outlet to always seek proper clarification from the authentic leadership before publishing such falsehoods in the future.

Finally, we call on the relevant security agencies to put the aforementioned individuals under check, as their divisive actions are capable of creating unnecessary tension and posing security threats to our peaceful and oil-rich Niger Delta region.
