The office of the National Publicity Secretary of the Presidential Amnesty Programme (PAP), Third Phase, issues this unequivocal statement to address and put a definitive stop to the malicious and calculated campaign of calumny being waged against a respected leader, The National Chairman of Niger Delta Ex-Agitators Forum (Phase 3) under the Presidential Amnesty Programme, General Elaye ThankGod Dollar Slaboh.

We have observed with grave concern the deliberate attempts by certain individuals, whom we can only describe as conflict merchants, to twist facts and drag General Slaboh's name into the ongoing Itsekiri agitation. Let this serve as a stern and final warning: this baseless narrative must cease immediately. General Elaye Slaboh has absolutely no involvement, interest, or business in the Itsekiri matter, and any attempt to suggest otherwise is a venomous lie designed to incite division for selfish gains.

For the avoidance of doubt and to set the records straight, General Slaboh’s engagement with the Nigerian Content Development and Monitoring Board (NCDMB) was transparent, official, and singular in its purpose. He submitted a formal proposal seeking a strategic partnership for human capital development, aimed at benefiting ex-agitators and the wider Niger Delta community. This request was duly considered, approved, and successfully implemented by the NCDMB, resulting in impactful training and empowerment programmes that are on record.

To therefore claim that the board has "done nothing" is not only a brazen falsehood but an insult to the tangible progress made. General Slaboh's recent remarks were simply to highlight and commend the achievements of this very partnership, not to attack, undermine, or downplay the legitimate concerns of any group. It is, therefore, despicable that these voices of discord are twisting his positive message to fit their destructive agenda.

We must state categorically that Local Content Development is a distinct issue from the specific agitations of the Itsekiri nation. Linking General Slaboh’s advocacy for human capacity building to an unrelated ethnic struggle is a disingenuous and dangerous tactic.

We are fully aware of the identities of those fanning these embers of discord. We urge them to redirect their energies towards constructive engagement rather than character assassination and rumour-mongering. The Niger Delta has moved beyond the era of manufactured conflicts. Our focus must remain on building human capacity, fostering peace, and ensuring our region maximizes the opportunities provided by the NCDMB and other development agencies.

This campaign of blackmail against General Elaye Slaboh will not be tolerated. We will not stand idly by and watch mischief-makers tarnish the reputation of a leader dedicated to the upliftment of our people. This is our final warning. Elaye Slaboh remain focused and his loyalty to High Chief Government Oweizide Ekpemupolo a.k.a Tompolo and the administrator of the Presidential Amnesty Programme, Chief Dr. Dennis Brutu Otuaro is not negotiable.
