PRESIDENTIAL AMNESTY PROGRAM – THIRD PHASE EDO STATE CHAPTER

SUBJECT: PURPORTED ELECTION/APPOINTMENT OF NEW NATIONAL EXECUTIVE

I, Gen. Ken Beghin, Osuo Melu of Africa, Chairman, Third Phase Presidential Amnesty Programme, Edo State, hereby write to categorically disassociate myself and my executive from the purported kangaroo election/appointment of one Godstime Ogidigba said to have taken place on the 10th of September, 2025.

It is important to state clearly that the Elaye Slaboh–led executive remains legitimate, functional, and inclusive, carrying along all critical stakeholders in the affairs of the Third Phase. Their tenure has not come to an end; therefore, any so-called election or appointment is illegal, invalid, and should be disregarded in its entirety.

The era where blackmail, intimidation, and self-imposed leadership were used as tools to hijack the Amnesty structure is long gone. Such underhand tactics are aimed at creating confusion and forcing backdoor access to the Amnesty Office. We, as genuine stakeholders, must remain united to resist and put an end to such self-serving schemes.

For the avoidance of doubt, the recognized Third Phase Secretariat remains the office in Yenagoa, Bayelsa State. Any activity or pronouncement made outside that Secretariat stands null and void.

We reaffirm our unwavering support for Gen. Elaye Slabor to complete his tenure as National Chairman. At the expiration of his tenure, a fresh Congress—backed and supported by all critical stakeholders across the Niger Delta—will duly elect a new Chairman in line with due process.
