The National Leadership of the Presidential Amnesty Programme (PAP), Third Phase, on Monday, October 20, 2025, paid a courtesy visit to the management of the Federal University Otuoke, Bayelsa State.
The visit, according to the delegation, was aimed at fostering a formal collaboration between the university and the Third Phase of the Presidential Amnesty Programme to promote peace, education, and youth empowerment in the Niger Delta region.
Speaking on behalf of the National Chairman, Gen. Elaye Slaboh, the leader of the delegation, Ebi John, highlighted the importance of synergy between both institutions. He noted that the visit was part of efforts to build constructive partnerships that would contribute to lasting peace and development in the region.
“Before now, people used to label us with all sorts of names because of our past struggles against the Nigerian State — struggles born out of marginalization and the demand for control of our resources. The Federal Government granted us a Presidential Pardon with several promises, many of which are yet to be fulfilled.
However, we have chosen the path of peace. We are now peace ambassadors, committed to ensuring stability in the Niger Delta and Nigeria at large. The essence of this visit is to seek collaboration that will be beneficial to both your institution and our organization,” Ebi John stated.
The management of the Federal University Otuoke expressed appreciation to the Third Phase leadership for the initiative and commended their commitment to peace and development. They also pledged the university’s readiness to partner with the group in areas of mutual interest.
