OAIC opposes proposed FRSC bill provision on preaching in commercial vehicles

The Organisation of African Instituted Churches (OAIC) has expressed concern over reports that a proposed amendment to the Federal Road Safety Commission (FRSC) Act could classify preaching in commercial vehicles alongside activities such as hawking.

The statement was signed by Elder Israel Akinadewo, FCA, PhD, President of the Organisation of African Instituted Churches (OAIC), Nigeria Region. In it, the association said it believes preaching should not be treated in the same manner as commercial activities, arguing that it is an exercise of the constitutional rights to freedom of religion and freedom of expression.

While acknowledging the importance of promoting safety and order on Nigerian roads, OAIC said it supports measures that enhance road safety but urged lawmakers to ensure that such measures do not unnecessarily restrict constitutionally protected freedoms.

The association noted that preaching in commercial vehicles has long been used by some individuals as a means of sharing religious messages and expressed the view that any legislation affecting the practice should carefully balance public safety with constitutional rights.

OAIC called on President Bola Tinubu to carefully consider the provisions of the proposed bill before deciding whether to assent to it. It also urged the National Assembly to engage religious organisations, civil society groups and other stakeholders in reviewing the relevant sections of the legislation.

According to the association, broader consultations would help ensure that road safety objectives are achieved while respecting the rights guaranteed under the Constitution.

The organisation reaffirmed its commitment to the rule of law, peaceful coexistence and responsible religious conduct, encouraging religious preachers to carry out their activities in a manner that is mindful of public order.
