NIMASA Reassesses Safety Measures at Docking Facilities

In an effort to bolster the security of Nigerian ports, the Nigerian Maritime Administration and Safety Agency, NIMASA, has initiated a comprehensive review of the security protocols that govern the interactions between ships and port facilities.

A notice has been issued to all stakeholders in maritime security by NIMASA, stating that vessels are now required to submit their Security-Related Pre-Arrival Information, or SR-PAI, a minimum of 72 hours prior to entering Nigerian waters.

According to the notice, vessels must provide specific details, including their name, port of registry, International Maritime Organization, or IMO, number, and the name of the port facility they intend to visit.

The revised security protocol also mandates that ships and port facilities collaborate to ensure the effective execution of all security duties, including the monitoring of restricted areas to prevent unauthorized access.

Additionally, the protocol requires the control of access to both the port facility and the vessel, as well as continuous surveillance of the berthing areas and the ship's surroundings.

The protocol also covers various aspects of security, including the secure handling of cargo, the delivery of ship's stores, the management of unaccompanied baggage, and the control of the embarkation of persons and their personal effects.

Furthermore, the protocol emphasizes the importance of maintaining effective security communication between the ship and the port facility at all times.

NIMASA has warned that submitting false, misleading, or incomplete information in the declaration is considered an offence under the Maritime, or ISPS Code, Implementation Regulations of 2014, and other applicable Nigerian maritime laws.

Violations of these regulations may result in consequences such as delays, denial of port entry or departure clearance, enhanced security inspections, or referral for further enforcement action, without prejudice to any other legal liabilities that may arise.
