MC14: Okonjo-Iweala Urges Immediate Overhaul of WTO as Global Emergency Deepens

The World Trade Organization's 14th Ministerial Conference commenced on Thursday, 26 March 2026, in Yaoundé, Cameroon, with a resounding call to action, as members were urged to summon the necessary political will to bolster and reform the organization amidst profound global uncertainty.

WTO Director-General Ngozi Okonjo-Iweala presented a stark assessment of the challenges confronting the multilateral trading system during the Opening Session, stating, "We cannot deny the scale of the problems confronting the world today," and acknowledging that the world trading system is experiencing its most severe disruptions in 80 years.

Okonjo-Iweala emphasized the need for members to adopt a forward-looking approach, noting that the organization must identify what worked well in the past, rectify what did not, and address the gaps in the emerging order, in order to forge a more resilient and effective system.

Cameroon's Minister of Trade, Luc Magloire Mbarga Atangana, who chairs MC14, welcomed over 2,000 delegates, including more than 80 trade ministers, and underscored the importance of reform in revitalizing the WTO and restoring confidence in the multilateral trading system.

Atangana described the WTO as the bedrock of stability, predictability, and transparency in international trade, while also highlighting the need for meaningful reform to enable the organization to respond effectively to contemporary challenges.

The opening session marked the celebration of the Agreement on Fisheries Subsidies, which entered into force on 15 September 2025, a significant milestone in the organization's efforts to promote sustainable fishing practices and reduce harmful subsidies.

Türkiye's Minister of Trade, Ömer Bolat, announced a significant shift in his country's stance, indicating that it would no longer object to the incorporation of the Investment Facilitation for Development Agreement into the WTO's legal framework as a plurilateral agreement.

Director-General Okonjo-Iweala characterized MC14 as a pivotal meeting, warning ministers of the difficult decisions that lay ahead and the need for collective action to shape the organization's future, stating, "We have a work-filled and difficult four days ahead of us."

Okonjo-Iweala concluded on a note of optimism, expressing hope that collaboration, cooperation, and a shared commitment to the organization's goals would guide the deliberations and yield tangible results, as she urged members to "face forward" and address the challenges ahead.

The MC14 agenda features a range of critical topics, including WTO reform, the e-commerce work programme, agriculture, fisheries subsidies, and development issues for least developed countries, all of which will be addressed through a series of ministerial sessions and discussions.

Four ministerial sessions on WTO reform are scheduled for 26-27 March, covering foundational principles, decision-making, development, and level playing field issues, and will be facilitated by ministers from Norway, New Zealand, the Republic of Korea, the United Kingdom, Singapore, and Costa Rica.

On 28 March, dedicated ministerial sessions will focus on dispute settlement reform, fisheries subsidies, investment facilitation, e-commerce, agriculture, and development, facilitated by ministers from the Philippines, Saint Vincent and the Grenadines, Nigeria, Jamaica, Pakistan, and Cameroon.

The conference is expected to consider a draft Yaoundé Ministerial Statement on WTO Reform and Work Plan, along with other possible outcomes, as members seek to chart a course for the organization's future and address the pressing challenges confronting the multilateral trading system.

MC14 is the second Ministerial Conference to be held in Africa, and the four-day gathering is set to conclude on 29 March, marking an important milestone in the WTO's efforts to promote global trade and economic cooperation.
