Maritime Specialist Warns That Single Window Initiative Will Collapse Without Essential Support Systems

Dr. Segun Musa, a renowned industry expert and Chief Consultant at Global Transport Policy, has expressed skepticism about the potential of the National Single Window, NSW, to revolutionize cargo clearance, describing it as merely a framework to house various agencies.

Nigerians should not expect transformative change from the NSW project, according to Musa, unless the agencies operating under its umbrella are adequately equipped with the necessary infrastructure to facilitate meaningful progress.

Musa emphasized that simply bringing agencies together under the NSW is not a solution in itself, as faster interactions between them will be hindered by the lack of essential infrastructure, leading to frustration and ineffectiveness.

He cautioned that the NSW has been overly hyped, and its current state is merely that of an empty shell, with the true drivers of change being the agencies housed within it, which require substantial infrastructure and knowledge to function efficiently.

Musa explained that the NSW is designed to facilitate a holistic and symbiotic interaction between agencies, but this can only be achieved if the agencies themselves are viable, well-equipped, and possess the necessary infrastructure to support integration.

He stressed that the NSW, in its current form, lacks any special capabilities, serving only as a repository for various actors to interact more quickly, but if these interactions are not backed by sufficient capacity, they will ultimately be frustrated and unproductive.
