Macron Unveils €23 Billion Initiative to Bolster Ties with African Nations

French President Emmanuel Macron has unveiled a substantial investment package worth €23 billion, approximately $27 billion, aimed at bolstering Africa's energy, agriculture, digital technology, industry, and maritime sectors, as France strives to fortify its economic presence on the continent.
nThis significant announcement was made during the Africa Forward Summit in Nairobi, Kenya, where prominent leaders, investors, and business executives congregated to explore novel partnerships between Africa and France, amidst escalating global competition for influence in the region.
nThe investment plan comprises approximately €14 billion from French public and private institutions, combined with around €9 billion from African investors, according to Macron, who noted that this initiative could generate up to 250,000 direct jobs across Africa and France.
nMacron emphasized that the program's primary objective is to transition the relationship between France and Africa from aid to investment, and he encouraged African business leaders to invest in France, fostering a two-way economic partnership.
nThe French leader utilized the summit as an opportunity to position Europe as a stable partner for Africa, while criticizing China's role in critical mineral supply chains, describing its approach as a "predatory logic" that fosters global dependency.
nMacron also reiterated France's stance on its military presence in the Sahel, stating that French forces withdrew after coups removed the governments that had hosted them, and emphasized that the move was a response to changing political conditions rather than defeat.
nFurthermore, Macron asserted that former colonial powers should not be solely blamed for Africa's current challenges, urging stronger governance and economic management on the continent, and added that the return of African cultural artefacts taken during the colonial era is now "unstoppable" following new French legislation allowing repatriation.
nThe summit featured a wide range of investment commitments presented in an official document, showcasing billions of euros flowing into sectors such as agriculture, energy transition, digital economy, healthcare, banking, and industry.
nIn the agricultural sector, funding targets food security, irrigation, agro-processing, and climate-resilient farming systems across several African countries.
nInvestments in the blue economy focus on ports, fisheries, and maritime logistics, including major upgrades in Kenya, Nigeria, Egypt, and Morocco.
nThe digital economy and artificial intelligence sector recorded multi-billion euro commitments, including projects to expand fibre optic networks, satellite connectivity, data centres, and digital training centres across Africa.
nIn the healthcare sector, funding will support hospital construction, vaccine production, pharmaceutical development, and improved access to medical services in countries including Guinea, Kenya, and South Africa.
nThe energy transition sector also attracted large investments in solar, wind, hydro, and hydrogen projects aimed at boosting electricity supply and expanding renewable energy access across Africa.
nThe summit, co-hosted with Kenya, concluded with renewed commitments to deepen economic cooperation between Africa and France, with a focus on investment, innovation, trade, and sustainable development.
