Lagos tears down 17 structures, shuts 52 more for non-compliance with construction regulations

The Lagos State Government has taken decisive action against unauthorized developments, demolishing 17 illegal structures and sealing 52 others statewide, as it steps up efforts to enforce physical planning regulations and maintain order in the built environment.

This update was provided by Dr. Oluyinka Olumide, the State Commissioner for Physical Planning and Urban Development, during the 2026 Ministerial Press Briefing, which marked the seventh anniversary of Governor Babajide Sanwo-Olu and his deputy, Dr. Obafemi Hamzat, in office, held at Alausa, Ikeja on Friday.

According to Dr. Olumide, the enforcement actions were prompted by numerous public complaints and development-related disputes received by the ministry, which led to investigations and subsequent action.

The Technical Services Department received a total of 987 petitions during the review period, and through mediation and compliance enforcement, 399 of these were successfully resolved, while 519 cases remain under investigation.

Dr. Olumide noted that as part of their enforcement activities, 17 structures were removed and 52 others were sealed due to various planning infractions, highlighting the ministry's commitment to regulating physical development across Lagos.

The ministry's intervention has also had a positive impact, reducing litigation, minimizing enforcement conflicts, and strengthening public confidence in government efforts to regulate physical development.

Beyond enforcement, the ministry has made significant progress in urban planning and development management, with the completion of three major planning documents: the Lagos Island Model City Plan, Ibeju-Lekki Model City Plan, and the Revised Badagry Master Plan.

These plans are expected to guide infrastructure development, land-use management, and sustainable urban growth across the state, providing a framework for future development.

The ministry has also intensified monitoring activities across housing estates and emerging communities, inspecting 205 estates to ensure compliance with approved layout plans and development standards.

In an effort to protect residents from fraudulent property schemes, the ministry published details of 176 illegal estates operating without layout plan approvals, warning prospective buyers to verify planning approvals before committing funds to property transactions.

The Lagos State Physical Planning Permit Authority received a total of 21,603 planning permit applications between June 2025 and March 2026, approving 17,279 of them, demonstrating a significant volume of development activity in the state.

A 60-day amnesty programme introduced between October and December 2025 resulted in a significant improvement in compliance, attracting 7,198 permit applications and resulting in 4,113 approvals.

A major milestone achieved during the period was the launch of the Electronic Physical Planning Permit Processing System (e-PPPS), which enables applicants to process planning permits online from any location, improving transparency, efficiency, and ease of doing business.
