General Elaye Slaboh Applauds NCDMB Training Beneficiaries for Outstanding Conduct, Calls

The National Chairman of the Presidential Amnesty Programme (PAP Phase 3), General Elaye Slaboh Dollar, has lauded the conduct and discipline displayed by beneficiaries of the recently concluded 5-day Youth Empowerment Training on High-Selling Self-Reliance Skills, organized by the Nigerian Content Development and Monitoring Board (NCDMB).

The empowerment programme, aimed at equipping Niger Delta youths with practical, income-generating skills for self-reliance and sustainable livelihood, saw the participation of several delegates from the Phase 3 category of the Amnesty Programme. According to General Elaye Slaboh, the training did not only impart skills to the beneficiaries but also showcased a new narrative of discipline, growth, and transformation among ex-agitators.

Addressing the beneficiaries with heartfelt gratitude, General Elaye stated:

“I want to thank and deeply appreciate you all for not letting me down. Throughout the duration of the training, I received no single negative report about your behaviuor. This is something worth celebrating. The organizers, the NCDMB, spoke well of your comportment, commitment, and willingness to learn. You truly made me proud.”

He went on to contrast the experience with past incidents:

“In the past, we often encountered complaints of misconduct, violence, and indiscipline whenever our people were sent for similar training programmes. But this time, you all changed the narrative. You represented the Niger Delta, the Amnesty Programme, and Phase 3 with honor. You have proven to the world that transformation is possible when the right environment, training, and mindset are combined.”

The General further extended his sincere appreciation to the Nigerian Content Development and Monitoring Board (NCDMB) for their commitment to youth empowerment and national development. He acknowledged their consistency in supporting initiatives that build capacity, reduce dependency, and create opportunities for sustainable livelihoods among Niger Delta youths.

“I commend the leadership and team of NCDMB for continuously creating platforms like this to train, empower, and uplift our youths. These are the kinds of partnerships we seek, ones that build a future, not just for individuals, but for the entire region. I call on the NCDMB and other relevant agencies to deepen collaboration with the Presidential Amnesty Programme so that we can jointly expand these training opportunities and reach more beneficiaries,” he added.

General Elaye Slaboh also used the opportunity to address all members of the Presidential Amnesty Programme, especially those who may feel sidelined or impatient about not being selected for current training batches. He emphasized the importance of unity, patience, and trust in the process.

“Let me sincerely appeal to our members, everyone cannot attend training at the same time. There are many willing beneficiaries and limited slots per batch. Your turn will come. Let us remain peaceful, focused, and hopeful. We are working tirelessly to secure more slots and opportunities for all. Patience is key.”

In his concluding remarks, the PAP Phase 3 Chairman reiterated his unwavering commitment to the empowerment and reintegration of ex-agitators, stressing that such development-oriented initiatives are vital to the peace, progress, and prosperity of the Niger Delta region.

He urged all stakeholders, government agencies, private organizations, and international development partners to continue investing in skill acquisition, capacity building, and employment creation for Niger Delta youths, stating that true peace can only be sustained through economic empowerment and inclusive development.
