OFFICIAL STATEMENT
On Thursday, 8th August 2025, the Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Brutu Otuaro (PhD), presented certificates to the third batch of participants in the three-day Strategic Leadership, Alternative Dispute Resolution and Mediation training.
The training, which ran from August 6th to 8th, 2025, was organised by the Presidential Amnesty Programme in collaboration with the Nigerian Army Resource Centre (NARC), Abuja, specifically for PAP Camp Leaders and Stakeholders.
During the closing ceremony, the Director-General of the Nigerian Army Resource Centre, Major General Garba Ayodeji Wahab (Rtd.), joined Dr. Otuaro in presenting certificates to the participants. In a gesture of appreciation, Dr. Otuaro also presented a plaque to Major General Wahab for the Centre’s unwavering support in facilitating the training.
Dr. Otuaro, in his address, reaffirmed his administration’s commitment and made the following promises:
1. Continuation of the training programme for more participants.
2. Empowerment of delegates trained under previous administrations.
3. Massive deployment of students into universities and vocational centres.
4. Enhanced empowerment of women across the Niger Delta Region.
Speaking on behalf of the Third Phase Ex-Agitators Forum under PAP, the National Chairman, General Elaye T.D. Slaboh, expressed profound gratitude to the Administrator for the opportunity and urged all Phase Three leaders to be worthy ambassadors by putting into practice the knowledge gained during the training.
