Borno reabsorbs 720 former fighters and their relatives back into civilian life

The Borno State Government has successfully reintegrated a total of 720 men, 992 spouses, and 2,050 children who had previously surrendered under its non-kinetic peacebuilding framework, commonly referred to as the “Borno Model.”

These individuals, categorized as Batch 9 low-risk and minor clients, underwent a comprehensive programme of deradicalisation, disarmament, rehabilitation, and vocational training before being formally released at a ceremony held at the Hajj Camp in Maiduguri.

According to government officials, this initiative is a key component of the ongoing efforts to consolidate peace in the North-East by reintegrating repentant insurgents who have voluntarily surrendered to security forces.

Brigadier General Abdullahi Ishaq, Special Adviser to Governor Babagana Zulum on Security, described the programme as a major milestone in the state’s non-kinetic approach to counterterrorism, with thousands of individuals having benefited from it since its inception in July 2021.

Ishaq revealed that participants in the programme underwent a structured schedule at the Hajj Camp, which included religious education, counselling, hygiene and drug awareness sessions, as well as vocational training in various trades such as tailoring, carpentry, and metalwork.

Female participants also received training in soap making, knitting, catering services, and tailoring, and were provided with starter packs to support their resettlement, according to Ishaq.

To date, more than 9,600 persons have been reintegrated across nine batches, with Ishaq describing the programme as one of the most significant non-kinetic interventions in conflict resolution.

The beneficiaries were drawn from several local government areas, including Bama, Gwoza, Damboa, Mafa, Dikwa, Marte, Monguno, Kukawa, and others, following a thorough screening process by community leaders and security agencies.

Hajiya Zuwaira Gambo, Commissioner for Women Affairs and Social Development, represented by the Permanent Secretary, Babagana Kadai, commended the Zulum administration for its rehabilitation efforts, which have benefited thousands of displaced persons across the state.

Security officials, religious leaders, and community representatives urged the reintegrated individuals to remain law-abiding and contribute positively to their communities, while some beneficiaries expressed gratitude for their acceptance back into society.

These former insurgents stated that they had begun rebuilding their lives and contributing to community development, marking a new beginning for them.
