Developing Story:
Amnesty Chairman Applauds Dr. Dennis Otuaro for Clearing Outstanding In-Training Allowance Of Her Sponsored Students!
The National Chairman of the Third Phase Presidential Amnesty Programme, General Elaye Dollar Slaboh, has showered praise on the Administrator of the Presidential Amnesty Programme, Dr. Dennis Brutu Otuaro, for demonstrating what he described as “bold, responsible and student-centered leadership” in responding to the challenges faced by student beneficiaries of the PAP.
An official statement signed by the National Publicity Secretary,General Whoknows Tomorrow and made available to RealNaijaGist,General Slaboh described the decision of Dr. Otuaro to clear all outstanding monthly In-Training Allowances(ITA),book allowances, and accommodation fees.
General Elaye Slaboh continued by stating that the intervention not only shows Dr. Otuaro’s commitment to the original vision of the Amnesty Programme, but also reflects his genuine concern for the well-being of Niger Delta youths who are undergoing educational training both within and outside Nigeria.According to the statement, thousands of students across universities and other institutions — particularly those under the PAP scholarship scheme — have confirmed the receipt of long-delayed payments, including:
The successful payment of the Presidential Amnesty Scholarship Students In-Training Allowance will surely make many of them to settle pending debts, re-register for courses, secure their housing, and continue with their studies without fear of interruption. This is more than just payment. It is restoration. It is a message that the Amnesty Programme under Dr. Otuaro is back on the right path.
We say, ‘Thank you, our leader!’ Your action has brought renewed hope to families and communities,” Slaboh declared. He also called on all stakeholders — including PAP liaison officers, academic institutions, student leaders, and parents — to maintain transparency, accountability, and open communication, so that the system continues to function smoothly and serve those it was designed for.
General Slaboh used the opportunity to pledge the total support of the Third Phase National Leadership to Dr. Otuaro’s administration and reforms, noting that this kind of decisive and focused leadership is what the region needs. The Third Phase is fully behind the Administrator.
We will mobilize and sensitize our members to cooperate fully with his office. This is a turning point for students and the programme as a whole,” he added.
Students across campuses have begun expressing appreciation in various forums, some organizing prayer sessions and thank-you visits to regional liaison offices, acknowledging that the timely intervention came when hope was nearly lost. With this new development, the Amnesty Office under Dr. Otuaro is being widely praised for restoring order, transparency, and purpose to a programme that had in recent years come under scrutiny for mismanagement and delay in student welfare.
