2027: ADC Rolls Out Leadership Plan, Asserts Preparedness to Take the Reins

The African Democratic Congress (ADC) has taken a significant step towards the 2027 elections by unveiling an interim policy framework, signaling its readiness to transition from opposition politics to governing Nigeria. This move is part of the party's effort to demonstrate its commitment to providing a viable alternative to the current administration.

At the heart of this development is the party's desire to showcase its seriousness as a governing entity, rather than merely pointing out flaws in the existing government, as evident in the words of the party's National Chairman, David Mark, and Chairman of the Policy and Manifesto Committee, John Odigie-Oyegun, who spoke in Abuja during the presentation.

According to David Mark, the ADC is not merely seeking power, but is instead preparing to govern, as he stated, "Today, we take another step in demonstrating that the ADC is not merely a political party seeking power, we are a party that is preparing to govern."

The report presented by the committee outlines a set of ideas aimed at addressing the root causes of Nigeria's economic problems, insecurity, and governance challenges, with the goal of producing real impact, as Mark emphasized, "Policy is not about sounding intelligent, Policy must be useful, it must be precise, it must produce real impact."

One of the key proposals in the report is the introduction of economic reforms in a gradual manner, with careful planning and protection for ordinary Nigerians, particularly the most vulnerable, as Mark noted, "Necessary adjustments must be implemented carefully, with clear sequencing and strong protection for vulnerable populations."

The committee also recommended that 'survival income' should not be taxed, arguing that many Nigerians already bear the burden of providing basic services for themselves, and proposed a Social Protection Act to make welfare programmes more stable and less dependent on shifting political interests.

Regarding security, the report stressed the need for faster and more reliable justice, particularly in cases of kidnapping and banditry, and suggested classifying such crimes as terrorism to ensure tougher punishment, as Mark stated, "Swift and credible justice outcomes must serve as a deterrence mechanism."

The framework's core concept is democratic citizenship, which emphasizes that government should be built around the needs of the people, rather than political elites, as Mark said, "Public institutions must exist to deliver value to citizens, not to serve networks of privilege or political patronage."

Mark also emphasized that the party's final manifesto would serve as a binding guide for its elected officials, stating, "This would be the grundnorm from which all our elected officials… will derive their operating and governance principles."

The Interim Report is only the first phase of the work, and Mark directed the committee to complete its assignment within three weeks, as the party steps up preparations for the 2027 elections.

Earlier, Oyegun noted that the committee's work demonstrates the party's transition from rhetoric to action, positioning itself as a credible alternative for Nigerians, and stated, "This framework is therefore not a catalogue of promises, it is a governing philosophy that an ADC government will adopt."

Oyegun highlighted that the committee worked across key sectors, including the economy, agriculture, energy, infrastructure, security, health, and foreign policy, developing a clear direction for the country, and emphasized, "Nigeria must rebuild a citizen-centred state."

The next stage of the process will involve consulting Nigerians across the country, refining the proposals, and translating them into a final manifesto, which is expected to be presented at the party's National Convention in April, as the ADC gears up for the 2027 elections.
